Perhaps you would like to give a toast to your host who has given you a very lovely dinner and you will like to say something at the end of the meal. You would raise your glass and then maintain eye contact with the person whom you are giving the toast to.
1- Simply raise your glass to the other person, it's not necessary that clink the glass with the other person.
2- If you are the person giving the toast, you shouldn't drink to your own toast, you should wait for every other person to drink the toast and then sit down.
3- You can then drink after you are all seated.
4- Drinking the toast immediately after receiving it is similar to you giving yourself a pat on the back.
